What does no ATC speeds mean? Can you disregard the TMA speeds, the SLPs on a STAR as well as the airspace limit of 250 kts below 10000ft, or which are included/excluded?

Star and Sid can be cancel by act but 250 below 10000 can't be exceeded

Aircraft speed
91.06.9 (1) Unless otherwise authorised by the Director, no person shall, outside controlled airspace and below flight level 100, fly an aircraft at an indicated air speed of more than 250 knots.
(2) Unless otherwise authorised or required by an ATSU, no person shall fly an aircraft within a control zone or an aerodrome traffic zone at an indicated air speed of more than—

(a)
160 knots, in the case of a reciprocating-engine aircraft; or

(b)
200 knots, in the case of a turbine-powered aircraft:
Provided that if the minimum safe indicated air speed for a particular flight is greater than the maximum indicated air speed prescribed in this regulation, the aircraft may be flown at the minimum safe indicated air speed.

Some countries do allow speeds in excess of 250 kts below 10 000' so if in doubt, confirm with the ATC...

The max 250 below 10 is also cancelled when ATC give you no speed restirctions, your company policy however may not allow it.

eDIT , just to be clear I am talking purely wrt SA ATC, the states for e.g. Cannot cancel that speed.

As an English pedantic, the phrase “outside controlled airspace and below FL100” should read “outside controlled airspace OR below FL100” if you want to stop people going faster than 250kts.

The law as it stands means you can go faster than 250 below FL100 if ATC has cancelled the STAR OR SID speeds (and obviously inside controlled airspace)
