It's early Feb and already ICASA are an absolute shoe-in for the "A***hole of the Year" prize.

A gazette notice slipped in quietly for the 14th of Jan, with a deadline of 25 January. Pretty sure all radio licence holders read that crap every week.

ICASA must be in the top 3 of "most dysfunctional government departments ever". And please don't give me that rubbish about them not being a "government department". If it looks like a turd and it smells like a turd......

If in the past we never received a radio station license (the actual piece of paper), how then do we attach a copy of the license, as Annexure A?

You don't. You merely say that, although you have paid the required licence fees timeously every year, you have not received the relevant licence and would appreciate this being corrected forthwith. This should be done by way of a separate, short note attached to Form B, or, if you are able to do so, modify section 1 or 6 (dependent on which version of Form B you have as there are 2 versions with different numbering starting either at 1. or 6.) to include the abovementioned note.

Please fire these people : Syncrony Web Design

One of the worst designed websites that I have seen in a long time.
The menu system on the left simply does not work and thus the website has almost zero functionality.

Also spent over 45 minutes and I still can't find any forms.
Looks specifically for a change of address form.

I gather you are talking about the ICASA website and the rather frustrating design and functionality of same. The only regulatory site I've ever come across which is worse designed is the FCC's in the US, but if you actually apply a bit of logic you can navigate the FCC site reasonably easily. Unfortunately logic was the last thing considered by the designers of ICASA's site!

What forms are you looking for and where may they be emailed to? There is by the way no official form for a change of address, however I have appended the URL for all Spectrum licence forms on our website and you will find that the second item in the list is the form to be used for changes of address, or any other licence amendments. Unfortunately it is mis-titled as an "Application to Renew a Radio Frequency Spectrum Licence Form A", whereas it should be entitled an "Application to Amend a Radio Frequency Spectrum Licence Form A", but hey, what's one word wrong among friends?

Ok. So I filled in the form and emailed it. I got the automated reply. Now what? Do I wait and hopefully get an account to pay, pay it and then get my license? Will this all happen before the existing license expires?

Chris,

You are asking questions I cannot answer as I am not part of the HQ staff and can only repeat what I've been told by my colleagues who say that, as from Monday 11th February they commenced generating renewal invoices for all licences for which they received Applications for Renewal, i.e. completed copies of Form B. How long this will take depends on how many copies of Form B were returned but bear in mind that there are +/- 60 odd thousand licences to potentially cater for so it may take a while. Then they have all got to be posted and HQ normally only posts stuff twice per week as a cost-saving measure. They were of the opinion that the first such renewal advices would start arriving by the end of this month, which should give plenty of time for payment to be effected and the licences forwarded.

As I said, this is what I've been told and as I don't work in Joburg, I have to take it at face value.

Hi Peter,

With the postal strikes in Jhb and Pretoria I have not received a single postal item in 3 weeks, not even junkmail.

Does ICASA have a backup plan for getting the invoices out? What about emailing them?

For the last few years I never received a renewal invoice but simply went to the Post Office, gave the clerk the licence number, paid the fees and within three weeks the licence arrived. Efficiency at it's best.
But efficiency is not what the senior bureaucrats like so they think up a convoluted system of confusing forms, basically keep it secret by hiding this in some gazette that nobody reads anyway, set ridiculous deadlines, then get everybody to run off to a Commissioner of Oaths to answer some of the most stupid questions I have ever seen. These bureaucrats have gone completely mad !!
Today is the first time I have heard of this stupidity, at least they are good at keeping secrets, when somebody at the airport mentioned that he had heard about this over the weekend.
And then the authorities bitch like hell about the low levels of compliance in this country. It's their fault in the first place.
