Been a while since I did much PG. What certifaction authorities are used nowadays? Are Acpul and DHV Gutesiegel still used?

DHV and EN are the two certifications used that I'm aware of. In SA mostly it is EN I think with the ratings being related to the safety/characteristics of the wing i.e. how well it recovers from collapses, spirals etc. EN-A is effectively a uber safe beginner wing with EN-B to D requiring progressively more pilot skill and input to be safe.
