Slots and private flights at FAOR, FACT and FALE?

After reading this thread:

I started reading the regs regarding the slot system. From what I can tell, no flights may be operated to/from FAOR, FACT or FALE without a slot. But, due to some weird complexities in the wording of the slot regulations, it seems private flights can only apply for regularly scheduled slots.

I know private flights to FAOR are rare, but it seems FACT and FALE are regularly used for private flights. How is this requirement handled at these airports?

Just phone CAMU, get a slot and go. Straight forward.

A VFR non scheduled departure does not require a slot.

Strangely enough, the regulations don't seem to make allowance for such an exception:
19. Prohibition on using a coordinated airport without a slot
(1) Subject to sub-regulation (2), no aircraft operator may operate at a coordinated airport without a slot allocated by the coordinator in terms of these regulations.
(2) The prohibition in sub-regulation (1) shall not apply to military, police or medical emergencies, humanitarian flights, the use of an aircraft in connection with natural disasters or search and rescue operations, or to in-flight emergencies relating to the operation of the aircraft.

Which is why I refer specifically to FAOR, FACT and FALE (which are the only coordinated airports currently listed).

If you file a flight plan the system will automatically assign you a CTOT. If you file it on FIle2Fly you can view it under "SLOT" once it has been assigned. Whether that CTOT is convenient to you or not is another story. The point is anyone can fly into or out of FAOR/FACT/FALE but you'll need a flight plan to obtain that CTOT. We used to do many charters in and out of there and the procedure was to file a flight plan in advance and obtain your CTOT. Things like parking and handling agents also need to be arranged though because trying to get to and from the Terminal from Delta apron without them isn't going to work...

Thanks. It seems then that the actual slot regulations are largely ignored then. Instead going with a more relaxed on-line system managed by ATNS.

While this certainly makes life easier, I do wish that they would update the underlying regulations - as technically a lot of what is happening now seems to technically be illegal...

It seems to work perfectly well - it would just be nice if they updated the underlying regulations to match what is happening now.

Not sure if this post also refers to GA training flights?
We were recently awaiting departure from FALE, but was informed by the crew that we'll be waiting a few minutes due to "training flights in the circuit", presumably those were GA.
In the end we waited about 10 minutes before departing...
